Raiden Shogun Character Overview

Raiden Shogun can be seen as the stern ruler of Inazuma. Preferring a hands-on approach to things, unlike Barbatos or Venti who believed in his people's freedom and only assisted them a handful of times. Raiden Shogun is the one behind the Vision Hunt Decree, where anyone who's a vision holder in Inazuma was hunted down and stripped off of it. This is also one of the reasons Kaedehara Kazuha fled the country and joined Beidou's crew.

How to Get Raiden Shogun

Raiden Shogun debuted in her Event Wish Banner: Reign of Serenity which ran from September 1, 2021 to September 21, 2021. She's a 5-Star character, the Archon of Inazuma, and wields a polearm.

Her Banner got its first rerun in Genshin Impact Update 2.5 on March 8, 2022, running through to March 29, 2022. She also features in the second phase of Version 3.3, running from December 27, 2022 - January 17, 2023.

Every Wish banner in Genshin Impact runs alongside the "Pity" system which guarantees you a 5-star pull after a certain number of rolls so if you don't get her at first, keep trying! To learn more about Pity, check out our Pity System Guide page.

Should You Wish for Raiden Shogun?

Players under Adventure Rank 30 won't be able to level her up as her Character Ascension Materials can only be accessed once you've reached Inazuma, which you can't get to until you've completed the Chapter II: Act I - The Immovable God and the Eternal Euthymia Archon Quest at AR30.

So while you can Wish for her now, it's worth noting that you may have her on the bench for a while until you get to Inazuma and can grind for her Ascension Materials.

Raiden Shogun Combat Details

Seeing Raiden Shogun on the battlefield leads to certain death to anyone who opposes her. Her elemental burst is enough to slice down everyone who stands in her way, and if you somehow survived that, you're met fighting for your life with an archon wielding a glowing sword while moving in speeds the eye just can't see.

Raiden Shogun's Talents and Skill Priorities

Raiden Shogun is a great sub DPS with excellent battery capabilities. Not just that, she's a very flexible unit being able to deal burst damage sometimes even greater than the main DPS you're using once she gets full stacks of resolve.

Skill priorities for Raiden Shogun are:

Eye of Stormy Judgment

  • When characters with this buff attack and deal DMG to opponents, the Eye will unleash a coordinated attack, dealing AoEElectroDMG at the opponent's position.
  • Characters who gain the Eye of Stormy Judgment will have their Elemental Burst DMG increased based on the Energy Cost of the Elemental Burst during the Eye's duration.

The Eye can initiate one coordinated attack every 0.9s per party.
Coordinated attacks generated by characters not controlled by you deal 20% of the normal DMG.

Elemental BurstSecret Art: Musou ShinsetsuGathering truths unnumbered and wishes uncounted, the Raiden Shogun unleashes the Musou no Hitotachi and deals AoEElectroDMG, using Musou Isshin in combat for a certain duration afterward. The DMG dealt by Musou no Hitotachi and Musou Isshin's attacks will be increased based on the number of Chakra Desiderata's Resolve stacks consumed when this skill is used.

Musou Isshin

While in this state, the Raiden Shogun will wield her Tachi in battle, while her Normal, Charged, and Plunging Attacks will be infused withElectroDMG, which cannot be overridden. When such attacks hit opponents, she will regenerate Energy for all nearby party members. Energy can be restored this way once every 1s, and this effect can be triggered 5 times throughout this skill's duration.
While in this state, the Raiden Shogun's resistance to interruption is increased, and she is immune to Electro-Charged reaction DMG.
While Musou Isshin is active, the Raiden Shogun's Normal, Charged, and Plunging Attack DMG will be considered Elemental Burst DMG.
The effects of Musou Isshin will be cleared when the Raiden Shogun leaves the field.


Chakra Desiderata

When nearby party members (excluding the Raiden Shogun herself) use their Elemental Bursts, the Raiden Shogun will build up Resolve stacks based on the Energy Cost of these Elemental Bursts.
The maximum number of Resolve stacks is 60. The Resolve gained by Chakra Desiderata will be cleared 300s after the Raiden Shogun leaves the field.

First Ascension PassiveWishes UnnumberedWhen nearby party members gain Elemental Orbs or Particles, Chakra Desiderata gains 2 Resolve stacks.
This effect can occur once every 3s.

If you're aiming for a main DPS Raiden Shogun, the constellation to keep an eye on is C2 as this will heavily increase her damage. Aside from that, all the constellations are going to do work for Raiden Shogun.

Wishbearer (C6)While in the Musou Isshin state applied by Secret Art: Musou Shinsetsu, the Raiden Shogun's Normal, Charged, and Plunging Attacks will decrease all nearby party members' (but not including the Raiden Shogun herself) Elemental Burst CD by 1s when they hit opponents.

Best Raiden Shogun Builds

Raiden Shogun is probably one of the most versatile characters right now, being able to fill any role and do an outstanding job. That being said, she ranks very high in our Tier List and if you have her, you should probably build her.

Best Weapons for Raiden Shogun

Raiden Shogun's Engulfing Lightning is going to be her best in slot but a free 4-star weapon, The Catch, is a serious contender, especially at Refinement 5. If you don't have any of these weapons, any 5 star polearm will do.

Best Free-to-Play/Below AR45 Weapons for Raiden Shogun

Raiden Shogun’s free-to-play options are a bit more skewed towards support and will focus more on Energy Recharge. This works out, though, as the Inazuma 5-Star can then spam her powerful Elemental Burst. With high CRIT Rate / CRIT DMG Artifacts, you can still do an insane amount of damage.

The Prototype Starglitter is a solid mid-game choice as it can be crafted at the Blacksmith and buffs her attack each time you use her Elemental Skill Baleful Omen. Similarly, the Favonius Lance will not only keep your Burst up but will generate energy for your teammates, making Raiden the perfect battery unit.

While the Wavebreaker's Fin can only be obtained randomly throughout the year, the polearm can deal a devastating amount of damage when paired with the right team. Its unique passive can buff the Shogun’s Elemental Burst up to 40% DMG.

Lastly, the Blackcliff Pole can be purchased when it's rotated in at Paimon’s Shop by exchanging Starglitter from Wishes. Those looking to run Baal more as an aggressive Main DPS can utilize the CRIT DMG bonus that the 5-Star weapons have.

Wavebreaker's Fin• ATK +3.0%
• For every point of the entire party's combined maximum Energy capacity, the Elemental Burst DMG of the character equipping this weapon is increased by 0.12%. A maximum of 40% increased Elemental Burst DMG can be achieved this way.
Blackcliff Pole• CRIT DMG +12%
• After defeating an enemy, ATK is increased by 12% for 30s. This effect has a maximum of 3 stacks, and the duration of each stack is independent of the others.

Best Artifacts for Raiden Shogun

The best Artifact set for Raiden Shogun is the Emblem of Severed Fate as its combination of Elemental Recharge and Elemental Burst DMG buffs perfectly complement her character design.

Players looking to use Baal as more of a support can elevate her role with the Noblesse Oblige set. Not only does it buff her Secret Art: Musou Shinsetsu, but all party members will get an ATK% buff after using her Elemental Burst.

Finally, Thundering Fury is another solid choice for those looking to lean heavily into elemental reactions. Pairing this with a Hydro user such as Sangonomiya Kokomi, Xingqiu, or Mona can deal devastating damage.
For stats, you will want a Recharge or ATK% Sands, an Electro DMG% Goblet, and either a Crit Rate/Crit Damage Circlet depending on which weapon you go with.

  • 4-piece effect: Increases damage caused by Overloaded, Electro-Charged and Superconduct by 40%. Triggering such effects decreases Elemental Skill CD by 1s. Can only occur once every 0.8s.

Best Free-to-Play/Below AR45 Artifacts for Raiden Shogun

Because of Raiden Shogun’s powerful Elemental Burst Musou Shinsetsu, there are plenty of Artifact options for low-level and free-to-play users to create a strong build.

The Exile, for instance, is a great set, as it will keep your burst up constantly in battle while also generating Energy after using the devastating attack. Those who already have a high Energy Recharge in their substats can instead use Gambler. The 2-piece gives a whopping 20% DMG buff to her Elemental Skill Baleful Omen.

If your team composition is going to be designed around Elemental Reactions then the Instructor Set will massively boost Baal’s damage when combining her Electro attacks with Hydro.

And those looking to boost their CRIT Rate to match their CRIT DMG should take a look at the Berserker Artifacts dropped by bosses. Players should ideally have around 50 to 60% to truly maximize the Inazuma hero’s Burst.

Berserker
  • 2-piece effect: CRIT Rate +12%.
  • 4-piece effect: When HP is below 70%, CRIT Rate increases by an additional 24%.
